1．招标条件

1.1本招标项目南充港蓬安港区散货码头提升工程已由蓬安县发展和改革局以川投资备【2020-511323-55-03-509020】FGQB-0256号批准建设，项目业主为蓬安县吉兴矿业开发有限责任公司，建设资金来自企业自筹，项目出资比例100%。招标人为蓬安县吉兴矿业开发有限责任公司(招标组织单位：蓬安县公共资源交易中心)。项目已具备招标条件，现对该项目监理进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，蓬安县发展和改革局核准(招标事项核准文号为川投资备【2020-511323-55-03-509020】FGQB-0256号)的招标组织形式为自行招标。

2．项目概况与招标范围

2.1工程名称：南充港蓬安港区散货码头提升工程。

2.2建设地点：金溪电站上游蓬安水域范围及马回电站下游蓬安水域范围内，市航务管理局确定的码头提升点。

2.3建设内容：本次提升工程拟设25个500t（兼顾1000t）级散货泊位，码头采用岸线长度1554m，年设计吞吐量640万吨/年。总投资额约5213.81万元。本次建安投资额约3000万元。

2.4标段划分：监理1个标段。

2.5监理服务期：自合同签订之日起至质量缺陷责任期满结束。

2.6招标范围：施工阶段及保修期内全部监理服务。

3．投标人资格要求

3.1本次招标监理标段要求投标人具备独立法人资格、且具有建设行政主管部门颁发的港口与航道专业监理乙级资质及以上资质，/的类似项目业绩，并在人员、设备、资金等方面具有相应的监理能力。

3.2本次招标不接受联合体投标。

3.3各投标人均可就上述标段投标，但可以中标的合同数量不超过1个标段。

4．招标文件的获取

4.1凡有意参加投标者，请于2021年3月9日00时00分（北京时间，下同）至2021年3月30日09时30分，登录四川建设网（http://www.sccin.com/）进入“电子招标”栏目，通过“南充市公共资源交易平台登录入口”凭单位CFCA数字证书登录，报名并下载招标资料（招标文件等）（联系电话：028-85569858）。

4.2招标人不提供其他报名和招标文件获取的方式。

5．投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2021年3月30日09时30分，地点为南充市公共资源交易中心五楼本项目开标室（南充市顺庆区涪江路19号）。

5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
